I think the reason why Ron knows about dragon laws and the Ministry of Magic is that Harry and Hermione did not grow up in wizard families so things Ron takes for granted that everyone knows is new information to H&H. Yes he knows a lot about dragons because of Charlie, but don’t under estimate Ron’s everyday nuts and bolts knowledge of how things work in the magic world that he has learned by just watching his parents and older brothers live their every day lives. Some of it might not always be right because Fred and George might have told little brother a tall tale, but Ron has a underlying core of basic knowledge that H&H don’t have at least in book one.
